Fujimori and post-party politics in Peru
Article Abstract:
Peruvian politics defied regional trends in the 1990s, with democracy collapsing in April 1992, when President Alberto Fujimori closed Congress, and suspended the constitution. The Fujimori regime falls short of accepted minimum standards for democracy in that civil liberties are routinely violated, electoral institutions have been politicized and the armed forces are not wholly subordinated to civilian authorities. The failure to establish authoritarian institutions and the persistent elections may allow the democratic elites a further chance to govern the country.

International linkage and democratization
Article Abstract:
Leverage and linkage raised the cost of authoritarianism during the post-Cold War period and the subtle and diffuse effects of linkage contributed consistently to democratization. Mechanisms of leverage such as diplomatic pressure, political conditionality, and military intervention are rarely sufficient to democratize post-Cold War autocracies.
