Condoleeza Rice, U.S. President George W. Bush's new National Security Adviser, feels that the president's "national missile defense" (NMD) foreign policy is aimed not at undermining the Russians or the Chinese but rather at the more limited threat of rogue states or accidental launch. He sees the possibilities of sharing NMD with Russia, should the situation arise, depending on Russian proliferation behavior.

Superpower without a cause
Article Abstract:
The US should divert its resources to areas other than national defense such as the development of technology and the preservation of culture to maintain its status as a superpower. Furthermore, it should strengthen its ties with Europe and Japan through involvement in humanitarian causes.
