Hitting the "target" in health care cost control
Article Abstract:
Joseph White argues that using value-laden terms will prolong the debate on whether competition or regulation in a better approach in the health care system. White argues for a blending of these approaches, but asking which methods of cost control have worked best, hold the most promise for the future, and how well managed care will control health care spending in the future should come first.

Why are physicians so upset about managed care?
Article Abstract:
Issues are discussed regarding the need for reforms in managed care and the failure to develop impved models of clinical practice to counterbalance the cost pressures of improved medical technologies. Reasons for physician dissatisfaction include a perception of lower incomes and substantial increases in transaction costs.

Joseph White makes value-neutral descriptions of the choices facing health policy makers, but his terms for the parties in the health care system should be less value-laden. The decisions they must make and their independence from each other should also be described more explicitly.
