Article Abstract:
The recent Commonwealth Heads of Govt Meeting in Auckland put to the test a new method for sanctioning countries violating the Harare Declaration and put on display the conflicts and tensions to which international bodies are now subject. Nigeria's actions, and particularly its execution of Ken Saro-Wiwa, resulted in the first imposition of the Millbrook Commonwealth Action Programme.
