KEDO, UNSCOM financial woes may undermine 'watchdog' efforts
Article Abstract:
The Korean Peninsula Energy Development Organization (KEDO) and the UN Special Commission on Iraq (UNSCOM) are facing a financial crisis which may hinder the fulfillment of their mission. KEDO is responsible for the finance and construction of two light-water reactors, and the delivery of heavy fuel oil to North Korea for energy needs. However, KEDO is short of funds to pay for the delivery of fuel oil. UNSCOM, which is supervising the demolition of Iraq's nuclear, chemical and biological warfare weapons and ballistic missile programs, is also facing acute financial problems.
