NATO ministers skeptical of U.S. NMD plans

Many European countries have voiced concerns about plans for a limited US national missile defense (NMD) system. They believe that the proposed NMD would have a negative impact on relations with Russia, split US and European security and present a risk to arms control. Russia states that the planned system would contravene the 1972 ABM Treaty, which outlaws a nationwide defense or the base for such a defense and limits the architecture of any missile defense. US Secretary of Defense William Cohen has emphasized that the system, which would initially have 100 interceptor missiles, would be limited.

Senate approves NATO expansion, signals caution on future rounds
Article Abstract:
Critics of the Senate's approval of the accession of Poland, Hungary and the Czech Republic to NATO argues that the decision could endanger relations between the US and Russia and the progress on arms control. They claim that the membership of the three countries could spark a revival of hard-liners in Russia, which regard the expansion as a military threat. However, proponents of the expansion contend that the arms control will not be endangered due to the current Nunn-Lugar program.
