National missile defense: Collision in progress
Article Abstract:
President Clinton signed legislation in July 1999, proclaiming the policy of the US to be to deploy a national missile defense (NMD) system as soon as technology allows. An intercept test was undertaken in October directed against an unrealistically cooperative target, the exoatmospheric kill vehicle (EKV). Just three of the 19 intercept tests are anticipated before July 2000, but the system may achieve its initial operating capacity in 2005. However the problem of reassurance can only be addressed by a truly comprehensive collaboration in maintaining missile launch and air traffic surveillance.
