Fixed locations in China for religious rites and ceremonies must be regularly used, independently managed by believers, have a qualified clergy, and apply for registration with the national government. Once registered, such facilities need to submit annual management reports.

Foreign visitors are free to practice religious beliefs in China if they follow Chinese law in this area. They are not permitted to recruit Chinese citizens to leave the nation for religious purposes, and not develop followers or begin new religions.

Chinese policy toward churches and temples changed after 1980. Religious freedom was permitted, religious buildings were regarded as the property of their believers, and financial assets formerly frozen should be returned to religious organizations.
