Retired Army General John M. Shalikashvili was asked by President Clinton to report on the Comprehensive Nuclear Test Ban Treaty after a 10-month consultation with the US Senate, beginning in Jan 2000 after Senate rejection of the Treaty in Oct 1999. The report endorses the Treaty and calls for a sustained campaign to muster US political support, while also addressing the Senate's security concerns.
