The agreement by the Russian lower parliament to the Anti-ballistic Missile Systems (ABM) and the Reduction and Limitation of Strategic Offensive Arms (START II) treaties may cause some difficulties for the US authorities who are hoping to alter some aspects of the ABM treaty.
