START III now
Article Abstract:
Pres. Bill Clinton should initiate private exchanges with Pres. Boris Yeltsin so they can jointly define a statement of principles for Strategic Arms Limitation Treaty (START) III. A joint announcement would enable the US and Russia to negotiate for further reductions from START II's ceiling of deploying 3000-3500 strategic warheads to about 2000 warheads. The detailed negotiations on START III can only begin after the Duma's approval of Start II. However, the START II has reached an impasse in the Duma which considers the treaty an unfair agreement for the Russians.

NATO expansion: time for damage control
Article Abstract:
The US Senate is very misguided in considering approving the expansion of NATO into eastern Europe. This is a very inauspicious time for such a move, especially as Russia regards NATO expansion as a provocation. It would be much better for the US to focus on assisting Russia in becoming democratically and economically strong, thus allowing it to play a positive role in international relations. The US administration has not presented a convincing argument in favour of NATO expansion, and is wrong to claim that it is too late to change the policy.

The IAEA is needed more than ever
Article Abstract:
Critics have questioned the efficacy of the IAEA in implementing the non-proliferation treaty (NPT). The IAEA's inability to assess Iraqi nuclear strengths before the Gulf War was due to the non-sharing of intelligence by the US. In the absence of cold war power groups, the agency can act on NPT violators such as Iraq, North Korea, and South Africa. The IAEA can also exercise its powers through the Security Council.
