Security Council replaces UNSCOM; paves way for inspections, sanctions relief
Article Abstract:
The United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) is to replace the United Nations Special Commission on Iraq. UNMOVIC will have the same duties as its predecessor, including verifying Iraqi disarmament of nuclear weapons, but details of its leadership, organization and mission have not yet been established. It is intended that the key disarmament tasks will set milestones by which Iraq's cooperation with UNMOVIC inspectors can be assessed. There are several issues still to be addressed, including how to define the tasks with sufficient specificity to indicate the Security Council's expectations while allowing inspectors enough flexibility to deal with unexpected situations.
