South Africa: from Codesa to Leipzig?
Article Abstract:
The use of the 'Leipzig option,' a campaign of non-violent mass protest, by the Africa National Congress (ANC) in an attempt to compel concessions from the de Klerk government after the breakdown of negotiations in mid-1992 achieved limited success. Among the obstacles were the fact that international opinion did not support the mass action as much as the ANC had hoped and that homeland leaders were willing to resist intrusions with violence. Future negotiations could be derailed by different pressures on de Klerk and tensions within the ANC, and political violence.

This article discusses South Africa's domestic and foreign policies, particularly their relationship with Zimbabwe. The author maintains the African National Congress of South Africa has failed so far due to its inability to handle the AIDS epidemic, mass poverty, and the deteriorating situation in Zimbabwe in which white farmers have been declared the enemy.

South African President Nelson Mandela has been grooming Deputy-President Thabo Mbeki since 1997 to succeed him as president. The transition is a process rather than an event and has slowly reduced Mandela's duties as Mbeki takes over. The arrangement has been implemented for a smooth transition.
