This article discusses the US policy on foreign trade issues and the tendency of policy-makers towards protectionism rather than free trade. The author attempts to illustrate the positive aspects of free trade in order to persuade his audience of 'open-minded skeptics', rather than attempting to convince his opponents whose minds are already made up.

This article evaluates the possible impact on agricultural policies if the agenda of the Uruguay Round of the World Trade Organization's summits is fully implemented. The Uruguay Round agreement on agriculture would provide agricultural protection and place limitations on trade barriers, restricting liberalization in agriculture.
