The CFE Treaty: in retrospect and under review
Article Abstract:
A reduction in conventional arms and contribution toward confidence building between NATO and WTO nations are the most important achievements of the Conventional Armed Forces in Europe Treaty since its implementation in 1992. The Treaty, as a first legal instrument, required reduction of conventional weapons in Central Europe by Russia. The first treaty-mandated review conference takes place in Vienna, Austria from May 15-31, 1996. Expansion of NATO and its impact on the proposed modernization of the Treaty, along with an evaluation of its past performance will be discussed at the conference.

A US Department of Defense document, the Defense Planning Guidance, provides policy guidelines that would make US the only existing superpower in six years' time. The draft document outlines a dual objective. The first goal seeks to prevent the rise of a rival power similar to the former Soviet Union. The second focuses on the need to iron out regional conflicts, espouse democratic movements and fight international violence. The document tolerates the use of force to counteract the spread of nuclear weapons in countries such as North Korea and Iraq.

Article VI activities of Britain, France and China
Article Abstract:
Britain, France and China, all signatory of the nuclear Non-Proliferation Treaty of 1968, have made open announcements for negotiating a comprehensive test ban by 1996. Article VI of the treaty pledges good faith negotiation. Though the three countries have brought about considerable changes in their policy and are keeping a check on their nuclear activities, still it has been opined that the countries continue to modernize their nuclear forces.
