The U.S. search for "net ESP": antidumping comparisons when value is added after importation and before sale
Article Abstract:
The Department of Commerce must investigate potential anti-dumping cases which are occasionally made complex by the process of adding value to the product in the US. The prices used for this are referred to as exporter sales prices and have had any added value costs stripped from them. Article VI of the GATT, the anti-dumping article, overcomes the protections inherent in other Articles. Precision in calculating potential violation can seem crucial to some, but abrogate the cooperative spirit of GATT. The current method of calculation of exporter sales price is presented.

Anti-circumvention under the European Union's new anti-dumping rules
Article Abstract:
The European Union's new anti-dumping rules came into effect on Jan 1, 1995, with significant new anti-circumvention (A-C) rules expected to increase the number of cases brought. The Uruguay Round of talks reduced the number of other methods of trade protection, making anti-dumping laws more important. Contained in Article 13 of the regulation, the A-C rules have five main points. Most important, assembly operations in third countries outside the EU are now covered. A way to declare some imports exempt is discussed.

United States implementation of the Uruguay Round antidumping code
Article Abstract:
The administration made a variety of changes to offset liberalizing tendencies in order to pass through Congress a bill implementing the Uruguay Round Antidumping Code. Some of the changes made in the methods of comparison are actually more liberalizing, while US interpretation of those methods tends to be more restrictive. Average-to-average price comparison may mitigate the effects of the restrictive latter, which tend to be more trivial.
