Senate narrowly averts floor vote on Cochran NMD legislation
Article Abstract:
The Senate blocked a floor vote on the American Missile Protection Act of 1998 by a narrow margin on May 13, 1998. Senate Republicans together with four Democrats were one vote vote shy of a motion of closure which would have allowed voting on the bill. The bill requires the US to deploy an effective national missile defense system to defend its territories against limited ballistic missile attacks as soon as technologically possible.

Cohen announces NMD restructuring, funding boost
Article Abstract:
Secretary of Defense William Cohen announced major restructuring of the US national missile defense (NMD) and theater missile defense (TMD) programs, as well as funding for actual NMD deployment. The announcement drew negative response from Russian officials, and China's official Liberation Army Daily claimed that the missile defense plan would have a far-reaching negative impact on global and regional stability in the 21st century.
