Issues concerning the US policy of economic sanctions against Iraq, and international response to the sanctions, are examined. Topics include reasons for sanctions, suffering of the Iraqi people, failure of sanctions to induce a change of Iraqi leadership, Anglo-American introduction of a new sanction policy aimed to prevent import of military goods, and how sanctions affect trade between Iraq and sympathetic countries.

Violence, incompetence, instability
Article Abstract:
The provisional authority appointed by the U.S occupation forces in Iraq is facing local hostility and violent insurgency. In the absence of stable political and social foundations, the provisional authority needs to decide whether it has the resources to tackle the structural problems dominating Iraqi politics or change the existing leadership and leave them to govern the country.
