A number of US and European policy-makers and opinion leaders have opposed and argued that Russia's president Vladimir Putin only talked about joining the west while leading the country in the opposite direction. This leads to a conclusion that Russia should be treated as just another major non-western power.

The State Duma, Russia's lower house of parliament approved the amendments to the existing laws pertaining to nongovernmental organizations (NGOs). The new laws that are complex will introduce new registration requirements for foreign NGOs operating in Russia.
