The details of the return to foreign direct investment (FDI) in Europe, for the year 2004, are statistically discussed. The reports prepared by Ernst and Young's European Investment Monitor (EIM), also indicate the inclusion of Central Eastern European Countries (CEE), as a viable option for the automotive, consumer goods, and heavy industry sectors. The investment activities and the regulatory changes taking place in different nations of Europe are also discussed.

The foreign direct investment received by the United Kingdom and Ireland has declined, as foreign investors are increasingly investing in cheaper locations like India and China. Accordingly, both U.K. and Ireland have undertaken much work to encourage an increased number of knowledge investments that rely on skills and not only on costs.
