Article Abstract:
The Internal Revenue Service (IRS) receives income information from issuers that may or may be correct. The Taxpayer Bill of Rights includes a new provision that states that the burden of proof falls on the IRS if there is an dispute on income reported. In addition, the recipients of W-2 and 1099 forms can bring a civil action for damages against anyone who purposely files a fraudulent information return.
