The UK Royal Institute of Chartered Surveyors (RICS) places many unnecessary regulatory burdens on small surveying practices. These include the requirement to have a complaints procedure under regulation 2.7 and the members' accounts regulation certificate required under regulation 7.12. Some rules are necessary, but surveyors who wish to defraud clients will not be deterred by having signed a certificate to the RICS.
