High flying incentives: William S. Lee Quality Jobs and Expansion Act
Article Abstract:
North Carolina's William S. Lee Quality Jobs and Expansion Act is a package of incentives offered by the state to lure corporate relocations and investments. Among the incentives offered by the legislation are the reduction of corporate tax from 7.75% to 6.9% over four years and the setting of investment tax credit at 7% of the excess value of machinery and equipment placed in service. Incentives are also offered in terms of job creation and worker training tax credits. Business property tax credit is set at 4.5% of the tangible personal business property capitalized under the tax code, and tax credits are also available for research and development efforts.

Kentucky's Economic Development Cabinet Sec Marvin E. Strong Jr. believes that the state's business incentive programs can influence industrial site selection decisions. Two of such programs are the Kentucky Industrial Development Act and the Rural Economic Development Act. The programs provide income tax credits to companies that provide 15 new jobs and invest a minimum of $500,000.
