Representatives of the British Council for Offices suggest tenants of multi-occupancy buildings will be liable for any problems arising from the year 2000 millenium bug. Some property lawyers disagree pointing out landlords should bear the costs and make additional service charges to cover their expenditure. The Royal Institute for Chartered Surveyors is trying to bring the opposing parties together to discuss the problem. Research has found some 62% of small business have not looked into difficulties arising from the millenium bug. It is likely to affect a wide range of equipment.

The United Kingdom government has failed to reform national policy to speed up the planning system. The Labour party plans announced in its Modernising Planning discussion paper have come to nothing. Planning delays are slowing the system to a crawl, according to the planning body Royal Town Planning Institute. Developers are feeling frustrated because environmental groups are deliberately obstructing progress.

Suburbs hold housing key
Article Abstract:
There is potential for extensive housing development in the outer suburbs of London, England, according to the London Residential Development Report from the London Research Centre. Such development would play a role in meeting the government's target of 43,000 new homes a year.
