The Western Provinces of Canada have discovered that biotechnology and call centers are more economically viable than tapping natural resources. Manitoba's diverse economy has created 10,000 new jobs in 1995, a feat that it expects to repeat in 1996. Saskatchewan, on the other hand, uses its cereal crops, fertilizer and natural gas and oil for its agricultural biotechnology research. Meanwhile, Alberta lures businesses into its fold with fat tax incentives, while British Columbia's warm climate, high quality of life and a steadily-growing economy attract many outside industries.

Canada's competitive edge in research and development (R&D) is due to the commitment of the federal government to support R&D with the necessary infrastructure and resources. Its tradition of cooperating with foreign-owned firms in government-funded research projects is a generous incentive supported by a highly educated workforce and tax writeoffs. Much of Canada's success in R&D can be attributed to dynamic partnerships between public and private sectors.
