Article Abstract:
James Dickinson a local curator of Philadelphia advocates that 'Tilted Arc', a piece of art by Richard Serra, which was removed 14 years ago, should be made public. Controversial as this issue may be, it is alleged that in the absence of something new and challenging in the field of art, such a step is necessary.
