The Japanese pension reform of 2004: A new mode of legislative process
Article Abstract:
Traditional problems in Japanese pension reform associated with level adjustment are distinguished from new problems caused by changes in Japan's society and economy. It is suggested that the combination of these new problems with an emerging bipartisan competition led to a steamrolling mode of legislation in 2004 not seen in previous pension reforms.
