Three issues namely, the eligibility of President Gloria Macapagal Arroyo to contest the 2004 elections, the crippling revenue shortfall of the government and American determination to use the country as a venue for strategic posturing in Southeast Asia shaped Philippine affairs in 2002. At the end of the year Gloria, stunned the country's citizens by announcing that she would not contest the 2004 Philippine presidential election.

The political actors Lee Hoi-chang, Roh Moo-hyun and Chung Mong-jun in order to position themselves for the presidential elections of December 19,2002 maneuvered and counter-maneuvered in South Korea by developing political strategy and exploiting national issues. Roh, finally won the presidential elections.

The South Koreans focus the political problems of the newly elected President Roh Moo Hyun in 2003. The financial scandal undermined the moral foundation of the Roh's administration, leading to shake his political future position as elections for 2004 were approaching.
