Who wants to do an HND when you can do a degree?

There were only 21,786 students studying for Higher National Diploma (HND) qualifications in the UK in 1996, from 24,723 in 1992, and this number is expected to have fallen again in 1997. Many experts believe that the UK should be placing more emphasis on training people for employment at technician and apprentice level, but there is little evidence of strong demand for HND qualifications from either students or employers. Students seem to prefer a degree qualification, which has greater prestige than an HND and does not require them to be more qualified.

UK higher education experts place particular emphasis on the introduction of a 1,000 pounds sterling tuition fee from autumn 1998 as a key development in higher education in 1997. They point to the way in which this policy has been mismanaged and to its potential negative implications for higher education institutions. They express very mixed views about the Kennedy report on further education, with some claiming that the system will be distorted if funding is weighted towards poorer areas and those with lower qualifications.
