Air traffic systewm is GB 86m over budget
Article Abstract:
In 1992 the UK National Air Traffic Services signed a contract for GB 130mn to cover the delivery of a new control centre system, which is to be sited in the Hampshire town of Swanwick. Staff at NATS deal with 4 million aircraft movements and the new system was designed to relieve the pressure on them. The system was delivered in April by Lockheed Martin but by then the cost of the system had jumped to GB 216.7mn. Swanwich now looks like opening at the end of 1999, much later than the original target of 1996, and the contract cost overshoot is to be investigated by the Environment and Transport Committee of the House of Commons.

The Chinese illusion
Article Abstract:
UK Prime Minister Tony Blair has sought to justify his failure to openly criticize China's domestic and external behaviour on the false grounds that China is a very strong country that is assisting in preventing further economic crisis in Asia. In fact, China has a bubble economy made worse by poor political leadership. Chinese entrepreneurs are aware that it is better to invest money outside the country, and capital outflow is much greater than capital inflow. The UK should now take a more innovative approach to China, including honestly acknowledging China's weaknesses.

Two stock exchanges were set up in China at the beginning of 1990, one in a hotel building at 15 Huangpu Road, Shanghai and the other in Shenzhen, Southern China, where riots occurred due to insufficient supply. Published Chinese accounts emphasise how much profit and tax the state can receive. There is no securities or company law or regulatory organisation. The exchange is regulated by the People's Bank of China and in June 1992 the Shanghai Municipality Securities Management Committee was established.
