The power vacuum left in Kabul, Afghanistan, by the withdrawal of the Taliban is being rapidly filled by the Jamiat Islami party, led by Burhanuddin Rabbani, who has been in exile but is internationally recognized as Afghanistan's President. This may hamper international efforts to create a wide-reaching government of national unity.

Kabul falls to the tide of the Taliban
Article Abstract:
Afghanistan's Taliban militia seems determined to return Kabul, the capital city, to the past, undoing the reforms introduced by Communist leader Najibullah. However, to do so it will probably require the support of Uzbek warlord Abdul Rashid Dostam, who has created an almost independent state north of the Hindu Kush mountain range. It is believed that Dostam is unwilling to come into direct conflict with the Taliban, which probably has backing from Pakistan. The Taliban is unlikely to take action against the country's many poppy growers and refiners or against the many camps which train Islamic militants from across the world.
