ON Digital, the new identity of British Digital Broadcasting, will offer access to 30 channels through a set-top box. Free channels from the BBC, ITV and Channel 4 will account for half of these channels, while the other half will be offered as part of a basic subscription package. For an additional payment, viewers will also be able to access British Sky Broadcasting's three most popular channels. ON Digital believes that most viewers do not want the much wider choice which Sky is planning to offer.

Plans to create BBC 3, a channel aimed at young adults, are discussed. It is argued that the BBC and other broadcasters currently do not cater to the needs of young adults. In contrast to any other digital channel, BBC 3 will foster new talent.
