The new Northern Ireland Human Rights Commission (NIHRC) has extensive powers to review law, undertake investigations, begin legal proceedings, advise government and formulate a Bill of Rights for Northern Ireland. Some observers believe that the NIHRC will find it hard to be fully effective because it has been granted only a limited budget. However, others emphasize that the NIHRC has the potential to make a significant impact merely by speaking out.
