Crisis hits leaderless WTO
Article Abstract:
The World Trade Organisation (WTO), which currently has no leader, seems unable to take strong action against the growth in protectionism taking place in many parts of the world. The authority of the WTO seems to have been eroded, and many countries are now ignoring its rulings. Considerable progress was made towards freer trade over a long period, but there has recently been a significant rise in trade tensions. This can be partly attributed to the economic crisis that arose in 1997.

For industrialized countries, this involves ensuring that more young people can enter tertiary education and substantially boosting standards. For developing countries, education is an economic priority as well as a social one. All countries should have equal access to the potential to improve human capital, which is scarce and expensive.

Article Abstract:
It is clear that there is an urgent need for the UK to improve standards of academic and vocational achievement. Against this background, the exact nature of the government's education policy is not really significant, as long as it is really committed to this policy. Standards of literacy and numeracy must be raised, but this is only one of a large group of factors required for improved economic performance.
