Poverty and ignorance represent significant barriers to effective family planning. It is vital to tackle poverty before dealing with ignorance, and the UK should play a leading international role in this process. A woman's right to plan her family must be established, but it must also be recognized that some women, especially those who follow the rules of the Catholic Church, will choose not to make use of this right.
