Fears for reconciliation in Rwanda as Hutus are moved off their land
Article Abstract:
Ordinary Hutus in the north-west of Rwanda, where Hutu extremists continue to clash with the Tutsi-led Rwandan army, face very difficult conditions. There have been murders by both Hutu extremists and government troops, while many Hutus have also been killed in crossfire. The government, which is now establishing a stronger presence in the region, is forcing displaced Hutus into new cluster settlements. Some observers believe that this is being undertaken for military reasons, allowing the government to control the Hutu homeland and distinguish insurgents from civilians.

Bludgeoned, maimed, tortured: a month of beatings in Ulster
Article Abstract:
The Royal Ulster Constabulary has recorded 42 punishment beatings by paramilitary organizations since the beginning of 1999. This follows a period during which there had been relatively little paramilitary activity. The attacks have included the shooting of a 23-year-old man in the thigh in the Shankhill area of Belfast, Northern Ireland, the beating of a 33-year-old man with a hammer and a baseball bat in the Lisburn district of Antrim, Northern Ireland, and the shooting of a 40-year-old man in the foot in a Protestant area of east Belfast.
