Men who seek sexual encounters in public lavatories in the UK are generally either openly gay and also frequent gay pubs and clubs or boys and teenagers looking to explore their sexuality. It is not the case that men who frequent public lavatories are repressed, closeted people who cannot come to terms with their sexuality. The police have begun taking a more flexible attitude towards this behaviour, and are now working with local gay community organizations to resolve any difficulties discreetly, rather than arresting those involved.
