Leading academics surveyed by Europe Quarterly magazine had very conventional views about the Europeans who have most influenced civilization in the 20th century. They nominated Winston Churchill in first place, followed by Albert Einstein in second place and Francis Crick, James Watson, Sigmund Freud, Pope John Paul II and Pablo Picasso in joint third place. It is possible to question whether some of these people were really true Europeans. It is possible to identify others who more fully represent the civilization of Europe, including Emmanuelle Beart, Michael G. Higgins, Jerzy Urban and Helmut Kohl.

The British remain steadfast in their budget rebate demands, which are the stumbling block to the European Economic Community's (EEC's) foreign minister's agreement. New proposals will be presented at the April meetings. The British refused concessions offered by other foreign ministers, and feel their demands will be met when the EEC's cash flow problems become acute.
