The UK government has published its reponse to the recent Treasury and Civil Service Committee (TCSC) report on the role of the Civil Service in the form of a Civil Service White Paper. The TCSC report contained so uncomfortable findings and recommendations for the government, but it has responded fully and seems prepared to make changes to the management of the Civil Service. It acknowledges that the 'new public management' is the best way forward for the Civil Service, and concedes that a Civil Service Code of conduct and ethics is necessary.

The Treasury Select Committee is investigating the erosion of the Civil Service as many civil servants are employed on short-term contracts and government departments are organised in autonomous agencies. About 350,500 staff, 60% of the Civil Service, works in agencies. A lot of work is put out to tender with private organisations. Higher civil servants are recruited unconventionally. The Armstrong Memorandum states that civil servants owe their first duty to the Crown.

Whitehall's quiet revolution
Article Abstract:
The recently published Scott report will be particularly significant in the long term for its impact on government procedure and the links between ministers and top civil servants. It highlights a shift towards a positive attitude within the Civil Service, which now sees its role as taking action, rather than preventing progress. However, it is clear that there is still considerable room for improvement.
