The UK government has now launched the first 12 New Deal schemes under its welfare-to-work programme. This aims to place people aged between 18 and 24 who have been unemployed for at least six months in employment, thus moving them off benefits and reducing social security costs. On an individual basis, the New Deal scheme begins with an interview between the unemployed young person and a personal adviser. The interview involves agreeing a plan for immediate action and considering longer-term options, including taking a subsidized job or attending a training course.

How Welfare to Work will succeed (yet still fail)

The UK government's Welfare to Work programme cannot fail to meet its target for finding employment for young people, given the current rapid growth of the country's economy. However, the programme could still be a failure if it takes financial resources which could be better invested elsewhere. Furthermore, it could fail to spend money where investment is required. It is becoming increasingly widely believed that the plan to offer employers 60 pounds sterling a week to take on a young unemployed person could be very misguided.

Labour's Big Idea - will it really work?

The UK government is extremely enthusiastic about its welfare-to-work programme, which aims to take on 180,000 young people who have been unemployed for more than six months in Apr 1998 and a further 15,000 every month thereafter. However, some observers are rather cynical about the likely impact of this programme. They point out that it will be necessary to have large numbers of teachers and trainers to run the programme, and feel that its compulsory nature will alienate young people, rather than encourage them.
