Severe restrictions on funding for the UK Arts Council mean that this organization will become much less influential in putting art into public spaces. The last scheme to receive substantial Arts Council backing has been the new 90 million pounds sterling General Infirmary in Leeds, England. Here, a bold composition in brickwork has been created by Tess Jaray, painter and head of postgraduate studies at the Slade. The Labour party expressed strong commitment to architecture and design when in opposition, but its approach to creativity now seems to be influenced by financial considerations.

John Ruskin, the 19th century writer on architecture, art and design, saw design and art as being linked to morals, religion and the overall state of society. He became particularly popular for his criticism of exploitative capitalists who had no compassion for the poor. Those interested in him should try to visit the Ruksin Library at Lancaster University, England, which contains his diaries, 8,000 letters, photographs, daguerrotypes and books. It is also worth visiting his home, Brantwood, at Lake Coniston in the Lake District.
