It seems likely that the US will enter into a new economic phase in which monetary reflation will take place. This will in turn assist emerging economies experiencing difficulties, permitting them to reduce interest rates and boosting commodity prices. This development also has the potential to restrict the impact of slowing economic growth in industrialized countries. It is now vital that the US Federal Reserve and other major central banks adopt a unified policy.

The European Union is now seeing a crisis emerge as it considers plans for monetary union. The original scheme, as set down in the Maastricht Treaty, foresaw a unified move towards monetary union, but this is clearly not now possible. It is increasingly likely that a two-tier monetary system will emerge, with most countries being excluded from full membership. It would not take very serious economic problems for the system to collapse altogether.

A secret member of the ERM?

The UK economy has seen strong growth since sterling was withdrawn from the Exchange Rate Mechanism (ERM) in Sep 1992. Released from the constraints of the ERM, unemployment has fallen, productivity has risen and growth has been led by exports. Some observers believe that the UK government is now pegging sterling to the German mark in preparation for a single currency. This is an issue on which there must be a referendum.
