Teachers usually object to change in education. The Education Reform Act of 1988 dealt with evidence that insufficient literate and numerate school-leavers came from the existing system. Studies showed English education standards were lower than other countries' and too many illiterate adults. Therefore a national curriculum was proposed. During the years Mr Kenneth Baker was in power, the unions and the Labour Party fought against tests. Parents approve of diagnostic tests.

A learning-by-choice revolution

In 1993 the third set of educational reforms are creating increasing interest in state schooling. R A Butler's 1944 Education Act did not guarantee a minimum educational entitlement for all children as the national curriculum does. Its national standards should provide consistency and permanence in what children are taught, bringing equality of opportunity. There is more diversity as schools choose to be more technological, musical or academic.

A two-year university challenge
Article Abstract:
The University of Buckingham began in 1976 with two-year degree courses. They offer the same number of teaching weeks as other universities by not having the long summer vacation. There are four terms, beginning in January. More students can attend the university, using the facilities more intensively. Students must be organised to complete the work and extra personal attention. The staff-student ratio is 1 to 11. Standards are high.
