Conflicts of interest at the UK Arts Council could give the wrong impression, though the Arts Council appears oblivious to this. Sir Richard Rogers is both vice-chairman of the UK Arts Council and the architect being used by the London South Bank Centre for a revamp using Arts Council/National Lottery funding. He would not be allowed to enjoy two such roles in politics or business. Peter Gummer, chairman of the lottery advisory team of the Arts Council, which recommended a 78 million grant for the Royal Opera House, is now chairman of the Royal Opera House.

The Royal Opera House (ROH), Covent Garden, London, England has a 3 million pounds sterling deficit, no sponsors, a small Arts Council grant, plans for a 250 million pounds sterling development and an average ticket price of 50 pounds sterling. Secretary of State for National Heritage David Mellor is unsympathetic and Baroness Warnock's report for the Arts Council objects to the ROH's economic policy and management. General director Jeremy Isaacs has achieved improvements and Nicholas Payne has been recruited from Opera North to head the company.

Article Abstract:
Leading UK theatre directors organised a petition to the prime minister John Major protesting against cuts to funding of 10 regional theatres. The Arts Council has decided to fund less organisations more generously instead of providing limited funds for many bodies. Forty per cent of theatres' money is from the Arts Council, so they will have to survive on productions originating elsewhere and lose their training role, or close. The Bristol Old Vic is an example of community life which may be lost.
