UK Prime Minister Tony Blair seems to be a man of paradox, rather than resolution. He has acted to prevent further government centralization, but continues to exercise considerable power over backbench MPs. He made a commitment to reforming Parliament, but has adapted to some of its less attractive conventions. Some observers believe that Blair is as yet unformed, representing potential and what is yet to come. He certainly has an incomplete world-view, but this does not mean that he is an opportunist.

Issues concerning antisocial behaviour by young people in the UK are discussed. It is argued that, although poverty is a key predictor of crime and violence, it cannot be the only explanation for antisocial behaviour.
