Training as a private enterprise
Article Abstract:
Training and Enterprise Councils (TECs) offer 70-90% training as well as innovative schemes to suit the varied demands of small businesses and large firms. TECs were established under the Department of Employment which was responsible for the promotion of private enterprise in 1988. Many private sector people who became TEC directors were more interested in business than training. TECs need flexibility for helping the long-term unemployed, the new unemployed and for offering skills training.

Article Abstract:
The 1991 Planning and Compensation Act changed the law to permit more public involvement and more rational decision making. Local authorities decide what facilities they require and compare planning applications with the overall development plan. Areas are designated for industry, commerce and green space. The law is designed to make appeals less attractive. The National Economic Development Office recommends a similar plan for road building.
