UK: COMPANIES FORCED TO APPOINT SAFETY DIRECTORS
Article Abstract:
Companies could be forced to appoint a special safety director under new government proposals. The new code of practice would enable charges of corporate killing to be brought the director when deaths are caused by criminal negligence. The attempt tries to get round the legal problem of identifying a controlling mind in an organisation. Employers' organisations are expected to lobby against the policy. The Institute of Directors supports the idea of prosecuting the company as a whole but thought it unfair to make one individual responsible. The strategy document also proposed to remove crown immunity from government organisations that are exempt from health and safety legislation. Businesses may face fines linked to turnover and the risk of being named and shamed. The Health and Safety Commission must reduce the 3,000 major injuries and deaths by 10% in 2010.

UK: FEAR OVER NHS BRAIN DRAIN

UK government moves to bar for a seven-year period recently qualified consultants from carrying out private practice has led to concern within the British Medical Association (BMA) over a possible National Health Service (NHS) brain drain. The government is recommending an exclusive NHS contract in an attempt to cut waiting lists, a move seen by surgeons and hospital consultants as insulting and irrelevant. There is concern that limiting what doctors do during their free time will not lead to more NHS patients being treated, instead it will deny patients' access to consultants and give them a reduced choice. The Association of Surgeons in Training believes that newly qualified consultants will opt to move away from the UK or look at creating operations outside the NHS.

UK: REFORMS TO WORKERS RIGHTS
Article Abstract:
The UK government is to introduce new rights for workers following pressure from trade unions and the European Union (EU). The EU is set to demand UK involvement in legislation that requires employers to consult employees whose jobs are under threat as a result of mergers or takeovers. However, it is thought that the government will formulate its own consultation legislation that would be specific to the UK, as the EU proposals are viewed as expensive and too bureaucratic.
