UK: WHITEHALL PLAN FOR GREATER FLEXIBILITY

Mo Mowlam, minister for the Cabinet Office, has launched a new initiative, which aims to improve the quality of policy advice and make Whitehall more flexible. A comprehensive spending review will include yearly budgets being carried over to save waste, a central kitty to replace separate subsidiary cash limits and limits in cross-departmental spending. Departmental Permanent Secretaries will spend two days at Sunningdale, discussing the documents produced by Downing Street's performance and innovation unit.

Poorest could be hardest hit

Budget changes to take effect from 1993-96 will affect all households. In 1993 the loss is small but in 1994 the poorest households will be 3% worse off, middle income households will be 2% worse off and the highest income households will be 1.5% worse off. The budget does not redistribute income, largely because of the imposition of Value Added Tax on domestic fuel, which is a similar expense for all households.

The speech Lamont will not make
Article Abstract:
The current recession is unexpectedly long and unemployment is continuing. To correct this the Chancellor can improve the economy by reducing income tax rates, reducing the base rate to 7% and withdrawing the pound from the ERM. The Bank of England would become an independent central bank which maintains monetary stability.
