US warns of fresh arms race as India conducts two more nuclear tests

The US has warned that a new arms race could emerge as a result of nuclear weapons testing in India. President Bill Clinton claims that India's action could create dangerous instability in the region, and has made a special plea to Pakistan to remain calm. Japan, the largest aid donor to India, has responded by cutting $30 million in grants. There has been a very strong reaction in Pakistan, and it remains uncertain whether the Pakistani government will follow Clinton's call for calm.

Faint hopes for end to the glacier war
Article Abstract:
India and Pakistan have been in conflict over the Siachen Glacier, a very remote place with extreme weather conditions, since 1984. This conflict has led to the death of more than 500 Indian soldiers and a similar number of Pakistanis, but there seems to be little prospect of it coming to an end. This conflict is linked with the more established conflict in Kashmir, but unlike the dispute in Kashmir does not have a real focus, as Siachen has no military or strategic value.
