Unlikely bedfellows unite to preserve 'La Difference.' (developments at Francophonie)
Article Abstract:
The Francophonie grouping now brings together 39 countries, provinces and territories which are committed to promoting and protecting French language and culture. The organization, which is shortly to hold its seventh summit, is set to elect Boutros Boutros-Ghali as secretary-general. Some observers believe that moves to expand Francophonie mean that it is becoming a haven for countries which are unable to gain access to other international groupings. This is reflected in the fact that Nigeria has been invited to participate in the summit because it has promised to encourage the teaching of French.

France accused over genocide in Rwanda
Article Abstract:
Filip Reyntjens, a Belgian expert on Rwanda, claims that the missiles used to shoot down the aircraft carrying Rwandan President Juvenal Habyarimana on Apr 6, 1994, were from stocks held by the French military. The Sam-16 'Gimlet' weapons were seized from Iraqi troops by the French during the Gulf war in Feb 1991. The death of Habyarimana sparked off the genocide of 1 million people. Reyntjens does not suggest that France was necessarily behind the assassination, but feels that France could assist investigators in ascertaining what happened to the missiles and who purchased them in Apr 1994.
